The permit comes before the pipe

In Jacksonville Beach, plumbing work starts with a permit. The city uses a plumbing e-permit managed by the Building Inspection Division, and its application states that work may not begin until a permit is approved and posted on site. If you are planning a remodel, build the permit step into the schedule, not the end.

The application asks for the classification of work: alteration, new, re-pipe, repair, fuel gas or other. It also asks whether your water source is city or well and whether gas is natural or propane. Pick the wrong box and the paperwork can stall, so we fill it out for jobs we install.

Work types listed on the city plumbing application

  • DWV on private property (drain, waste and vent piping)
  • Gas piping only
  • Grease interceptor
  • Irrigation
  • Pool piping

City plans follow the Florida Building Code 2023 edition. If you plan to do some of the work yourself, the city has different signature requirements for owners, including an Owner Builder Disclosure Statement. For anything about which jobs need a permit, ask the Building Inspection Division at 904-247-6100.

What we install

Fixtures and fittings

Sinks, faucets, toilets, showers, tubs, laundry hookups and outdoor spigots, set level and tested for leaks.

Supply and drain lines

New water lines and drain, waste and vent piping for additions, conversions and relocated fixtures.

Water heater connections

Gas, electric and tankless connections, shutoff valves, expansion tank and vent routing. See water heater installation for the full job.

Gas piping

Gas lines for ranges, dryers, heaters and grills, pressure tested before they are put in service.

Irrigation and pool piping

Supply and backflow connections for irrigation, plus pool piping, both of which are listed permit types on the city form.

Rough-in for a new bathroom or remodel

Rough-in is the plumbing inside the walls and floor before the finish surfaces go on. Drains must slope correctly, vents have to connect to the stack, and supply lines need the right fittings at the right heights. Once the tile and drywall are in, nothing here can be fixed without demolition.

We set the drain, vent and supply stubs to match your fixture specifications. Before covering anything, we pressure test the supply lines and fill the drains with water to check for leaks. The city inspection happens at this stage too, so the inspector can see the work before it disappears. If an older house needs its supply lines replaced as part of the project, that is covered under repiping.

Kitchen plumbing installation

A kitchen remodel touches several lines at once: the sink supply, the drain with its vent, a dishwasher hookup, a disposal and sometimes a gas line to a new range. We lay out all of these together so the drain trap is not fighting the cabinet and the stop valves are reachable.

If you want a new disposal, we install the unit and the drain connection together. For problems with an existing unit, our garbage disposal repair team can fix or replace it. We also make sure the dishwasher drain loops correctly so wastewater cannot siphon back into the sink.

New construction plumbing

On a new build, plumbing happens in stages. Under-slab drains go in before the concrete is poured, then the rough-in goes into the framing, and the finish fixtures arrive at the end. We coordinate with your builder so each stage is ready when the other trades need it.

The building inspection steps line up with those stages. The city can only inspect what it can see, so the order matters: test before cover, every time.

New plumbing is built to the code standard for Florida plumbing, the IPC based Florida Building Code, Plumbing, with the permit and inspection steps set by the city building division. Inspection happens while the lines are still open, which is why the walls stay open until it passes.

What affects the price of a plumbing installation

We give you a clear price before work starts. Here is what determines it.

Scope and fixture countA single sink swap is a different job from a full bath. We price the work you describe and confirm it on site.
AccessSlab, crawlspace, attic and finished walls change how the pipe gets where it needs to go.
Moving fixturesRelocating a drain means opening floors and re-routing the vent. Staying near the old location is simpler.
Permits and inspectionPermit, inspection scheduling and testing are part of the job and part of the quote.
Fixtures and materialsThe fixtures you pick, and the pipe and fittings behind them, change the total.

Homeowner insurance usually does not pay for new installations or upgrades. It may respond to sudden and accidental damage if something fails later, so keep your permit and invoice paperwork together and photograph the work before it is covered.

Describe the project to our dispatcher and we will explain how your price comes together.

Plumbing Installation questions in Jacksonville Beach

Yes, for jobs we install we pull the permit through the city's plumbing e-permit. The application asks for classification, water source and gas source, and work may not start until the permit is approved and posted.

Rough-in is the pipe inside walls and floors before the surfaces go on. Finish plumbing is the visible part: faucets, toilets, showers and valves. Rough-in gets inspected and tested before it is covered.

Owners doing their own work have different signature requirements with the city, including an Owner Builder Disclosure Statement. Ask the Building Inspection Division at 904-247-6100 about what applies to you before you start.

We handle supply connections and the plumbing side of both. Pool piping and irrigation are separate listed permit types on the city application, so the permit has to match the work.

It depends on whether the floor is slab or raised, how far fixtures are moving and when the inspection can be scheduled. We give you a realistic plan at the walkthrough.

Yes. Gas piping only is a permit type on the city form. We pressure test gas lines before they go into service. If you smell gas, leave the building and call your gas utility or 911.

If you have plans, a sketch or just an idea for the space, tell our dispatcher and we will take it from there.
